who is responsible?

i think the school was responsible for everything because the kid was telling them what would happen but they wouldnt do nothing about the subject. also, his perents because they should of moved him schools when they found out that their child was getting realy sad because of some kids. i think it was realy unkind.they school is ganna pay him money but they cant take back all the time the other kids were bulling him. money cant do nothing to what the bullys did to him.
